Restaurant Carry Bill.??

S 308 is on today's House Calendar.
 
So --- S 308 has passed the house. This means that the senate now has to agree to the changes, correct?
 
It looks like they are trying to run out the clock. :x

This way they can all say they voted for gun rights without actually going anything pro-gun... Even the ones that voted "NO" on setting the bill for special order and who gummed it up long enough to kill it.
 
I don't think they really have to do much. The bill may be a day ahead of normal order right now and will take every bit of time to get back through the Senate (which doesn't look good).

Tomorrow, when this passes the House on Third Reading (assuming it does), I hope that everyone who was in favor of amending the bill by taking out the curfew nonsense realizes that it would be on it's way to the Governor. South Carolina would have joined the rest of free America and had restaurant carry as soon as the Governor signed it.

Now, tomorrow, when it passes the House on Third Reading (assuming it does), it still has to run the gauntlet in the Senate and may never see the Governors desk. :roll:
 
Through an exhaustive debate on what the latest amendment to S 308 did and did not do (which I just watched the author of that amendment admit he didn't even know), it has now passed the house 100-13 without the fee increase, and without the increased criminal penalties.
 
So what did it pass with?

Clean up, photo of license instead of passport photo, and remove the eight hour requirement?
 
Now would be a great time to call, email or tweet your Senator (of all of them) to get behind S308 and vote for Concurrence. It's the last day.

The increased fee and increase criminal penalty was slipped in without explanation and it was a point of great frustration for me and many others. We forced roll calls on all of the amendments except for one which was done with unanimous consent.

But at least it did workout in the end. The Senate should consider the bill today.

Rep. Mike Pitts (R - Dist. 14) has added the following amendments to S.308: 1. 50% increase in the CWP fee paid to SLED 2. Increased the penalty for carrying into a posted location to "not less than one thousand dollars or imprisoned not more than one year, or both, at the discretion of the court and have his permit revoked for five years". While I don't have a huge problem with a small maintence cost increase if it improved the program, it may limit some people from affording CWPs. Number 2 is extreme! I request you support reconsideration of the Pitts' amendments with a roll call vote and then vote for S.308 WITHOUT the Pitt's amendment. Do the right thing! S.308 is two steps forward, but the Pitt's amendment is a step BACK. Help law abiding citizens and uphold the 2nd Amendment

Don't be fooled by your Senator's final vote on this bill. Look at their vote to set the bill for special order.

Don't forget The Honorable Sen Glen Reese who effectively filibustered the bill.

These state senators oppose YOUR right to Self Defense, and regardless of their final votes on the matter their obstructionism effectively killed the bill.

Ironically, at least some of them have CWPs. For example, State Senator McElveen and his wife have CWPs. What are the odds that Mr. & Mrs. McElveen disarm themselves before entering a restaurant? I suspect they don't give a elephant dung about legalizing restaurant carry as the laws are just for little people. They either have paid armed security or can just ignore the law with no consequences. I can't see the Sumter police (who report to McElveen's dad, who is also a gun owner but a member of the Mayors Against Illegal Guns coalition that wants to ban the SAME sort of guns he owns) actually hassling Sen McElveen the Younger, for example.
 
If our friends in the House had simply passed the Senate version of the bill, we would have most of what we want in restaurant carry, and could go back later to try to get the rest. Now we have to wait till 2014 to get anything at all.
So, what happens now? Nothing until January 2014. At that point, the legislature will pick up its calendar where it left off yesterday. S.308 will remain on the calendar for the second half of the 2-year session.
Just because it was held up yesterday, it is not defeated. We will likely get some version of S.308 in early 2014. We need to keep up the campaign to be sure it's not loaded down with compromises, but again. most is better than nothing.
 
Every year this bill sits around till the end of session as it is amended to death. My personal favorite: Requiring "silver" bullets. Is there a werewolf problem I am unaware of? I will remember Palmetto Gun Rights role in this fiasco when it comes time to renew membership. I hope we can get this bill on track early. Haley has already said she would sign it. If we wait for a perfect bill we will wait forever.
 
I would also remember who was responsible in years past from keeping restaurant carry from getting out of committee, and who his enablers were.
 
With the 2014 legislative session only one and one-half months away, it's time to start contacting out state senators and representatives about S.308 - restaurant carry.
You can follow this thread to see a little history about what happened at the end of the 2013 session.
Let's don't allow this to happen again.
The 2014 session is essentially a continuance of the 2013 session. The bill is exactly where it left off last summer - different versions passed by house and senate and now awaiting action by a compromise committee. It does not have to start over...
Let your senators and representatives know how you feel about this and demand action from the compromise committee early in the 2014 session.
I personally think we will get a compromise that has some provisions that may not be the best, but it will still be better than no action at all.
