something quality, but small caliber, thinking .32 or .38

it's more of a nightstand/occasional purse type deal.

birthday coming up, and she has mentioned it several times.

Get some other family members to pitch in on a S&W 642, 442, etc. 38 Spl. internal hammer double action only. They can be found new <$400. IMHO, they are nicer and less costly than the similar Bodyguard, and the same gun as the Lady Smith without the Lady branding.
 
I recommend taking her to a range where she can test it out and see what she likes best. Then buy it for her.

good point, but she won't ever fire it. it's more of a "security blanket" type thing, and just to be able to get something for her Bday.
 
Maybe a big dog would be a better option. I wouldn't recommend anyone relying on a gun having never practiced with it.

Yeah, I concur. I also agree with C_Carson.

There are other self defense tools available: how about pepper spray for the purse? How about an alarm service, or upgrading the locks on the home, or putting in some better exterior lighting for the home? Maybe plant nice thorny pretty rosebushes beneath accessible windows? There's a lot of security upgrades that you'll get more "bang" for than a firearm that will never be practiced with or used.

That said, if you want a cheap revolver, BudsGunShop has Model 10s for <$300. If it will never ever be shot, Nagant revolvers can be had for <$100.
