Time plus scoring

I have been looking into 3 gun trying to learn the rules and all the nuances of the sport before I take the plunge. I am a little intrigued by the time scoring. The way I understand it you just have to have to hits on paper with accuracy not being as big a factor unless you are engaging steel, clays and such. While it makes the sport more approachable to newcomers, but I feel that it might downplay accuracy to the pointb that pistol and short rifle stages become more spray and pray vs a measured test of speed and accuracy.
 
Parking a field of 6" pistol plates at 25 yards is definitely a test of speed and accuracy. :)
 
Head shots at 25 yards plus causes everyone to aim. Having to have the RO check for two scored hits on every target just takes time. Time Plus is the only way to go IMHO.
