S.115 Constitutional Carry

The circle jerk session of putting if off for several weeks while numerous secret revisions were made has relegated S115 to the bottom of the sub-committee calendar. It is very likely to stay there until the end of the session. Better luck next year. Pro-tip for the author, try to get the language square before you exceed the limited patience of your fellow pols.

I'd love to see constitutional carry get passed. I'm glad we're getting some progress with the restaurant carry though.

I would be surprised if it ever were enacted here. There's too much money and too big a system built to regulate legal carry here as it is now. The politicians are not going to want to dismantle the current part of SLED that controls all the paperwork, fees and so forth. To me, the basic fact is that once you give some politician a little bit of power over your life, they are never going to willingly give it up. I believe there are also too many "antis" who will be vocal about such a change, and there are not enough CWP holders in this state to "out shout" them over the issue. I agree with it wholeheartedly, just saying I don't see it happening, too much money and power against it.

With Nicky seemingly on our side, would this year not be our best chance? I plan to fill the inbox of every state Senator with emails requesting support for this legislation, as well as hitting Senators Scott and Graham, Congressmen Goudy and Mulvaney. Make noise y'all, lots of noise.

John if you are going to keep us updated on CC as you did on RC that will be great.

i liked it and i thank you for your previous updates.

As much as I do support it, I don't think CC will ever happen here. There is too much political opposition, even opposition by those who do support the concept, because it allows "anyone" to carry a weapon. I'm sure our politicians don't want to throw open the doors to that in this state. I would think Open carry with the proper permit would be something more achievable because the politicians can still regulate the permission process, which is what they want to be able to do. The other major obstacle is that there are only about 220,000 CWP holders in this state and over 4.5 million residents. Even if you assume that there are a million gun owners in the state, I just don't think there would be enough voter support for such an initiative, and I think many opponents would voice their feelings to their elected representatives over this issue. Just can't see the politicians willingly giving up control over who gets to carry and who doesn't, and I really can't see Law Enforcement coming out in favor of it either. It just makes their job that much more difficult.

Without an effective and cohesive SC gun rights organization I doubt S115 will ever get anywhere. (I'm a GA resident but my permanent home has been in SC since 1996.) In GA, we have a very effective gun rights organization and it has done a lot of good at the legislative level. They were instrumental in getting GA restaurant carry back in 2008 and having a "voice" really matters. It kind of amazes me that a group like this does not exist in SC, or if it does I've never heard of it...

You're absolutely right. There was a group once upon a time, but had a little trouble following non-profit laws and are currently dormant. I think they have the contacts and the membership, but don't seem too interested in rebooting their efforts. :(

To celebrate the restaurant win in 2008, GCO sponsored a dinner at a restaurant owned by a supporting member. It was quite cool to have near 80 folks, all open carrying (legal in GA with permit), sitting down to a nice dinner. IIRC it made the local news to offset the dialog about "blood running in the streets" being spewed by the anti's. The first GCO convention was very nifty as well. A few hundred folks descended on a fancy hotel in Marietta (all open carrying again) and had a great weekend. Met many state legislators that weekend - while I was wearing a loaded gun...
