It's all about hit factor. Points divided by time.
If Mr. 10 Alpha shot the same time or maybe just a hair slower than the guy with 7 alpha/3 charlie, he'll win. But if the 7 alpha/3 charlie guy was even just a little bit faster he might have a higher hit factor. Whichever works best is highly dependent on the shooter and his/her abilities.
When you haves stages like H&H where the courses of fire are generally short, you'll see the top shooters going super fast and shooting more Cs and Ds than they would on longer courses of fire. That comes back to the hit factor thing again. Honestly, speed > accuracy on short stages. You still can't really miss, but the Cs/Ds aren't going to kill you!!

it is how that works, but its in no ones best interest to put it in their mind that c/d's are anything but bad shots.
Does it really take any longer to hit an A as opposed to a D? Not if youre calling shots. which you need to be able to do all the time.
