Just because the Army is selling off some rifles, doesn't necessarily mean they're giving away perfectly good gear. I know for a fact they're not following one particular direction with t \heir sniper kit. More designated marksmen these days, upgraded platforms, etc.
There's a little confusion flying around here. Lemme see if I can clear up some specs.
The M24 is a long action 700 that remington builds for the army. 24" barrel, 1 in 11.25 twist 5R rifling. Before anyone says it, NO, the 5R milspec doesn't have the same barrel as the M24, just the 5R rifling. Long action because the originalplan was to re-tool them later for 30.06.
M40(A5) is a short action, USMC spec. They buy 700's from remington, send them to Quantico for a workup, and out comes a NASTY piece of bolt action perfection. 25" barrel, 1 in 12 twist.
As for which is better, it really is up to the shooter. The Annual international sniper competition sees a LOT of army snipers taking top honors, but I personally think the M40 is a sharper stick.
I PERSONALLY cannot challenge the abilities of either bolt VS a semi-auto, however, the SASS was created for the purpose of rapid followup in urban scenarios, (i.e. the middle east) knowing full well that there may be slight accuracy differences. Since the vast majority of shots are taken 600 and in, any of the 3 will do fine if you do your part.
