SC Gator Hunt Lottery fee increase

I was registering again for the Gator Hunt Lottery and I noticed there was a $3 additional charge from the $10 lottery fee.
Has anyone else experienced the same issue, is there a way to get around paying adidtional non-refundable fees?

The few couple years, it was the straight $10 non-refunable fee just to be put in the lottery.

With the great abundance of alligators every where in the state, I cannot see why there isn't an open season on the things..........We have several medium and large retention ponds in Longford Estates that always have assorted sized gators....Up the Wando and Cooper Rivers, I have seen 10 foot and better sized gators..

Years ago in Drayton on the Ashley several dogs went missing mysteriously until one was seen taking a retriever swimming by a dock......There have been reports of people being injured by the things.
 
Considering the $13 is just a lottery ticket which is non-refundable fee and absolutely does not guarantee a permit (this would be my 3rd lottery attempt),
The actaul permit is $100 on top of that which is limit 1...

I spoke to Derrell Shipes, suppervisor at SC DNR and I don't understand how DNR states the lottery fee is $10 and then force an additional $3 by only accepting credit cards when they have always provided a cash or face to face payment option.

Does this sound similar to SLED mandating additional fingerpriting vendor fees and only accepting the vendors fingerprinting thereby forcing individuals to profit their "chosen" vendor?
