Safety engaged outside of COF

OK Postmaster, I have one. Is there any penalty for having a weapon not on safe outside of the course of fire?

without trying to look it up, I'd guess no. Especially since I know 1911 style pistols can't be placed on safe with the hammer down. Some pistols have no safety, etc. Now you can't walk around with the hammer cocked or things like that. When the command, 'make ready" is given, the pistol should be loaded, any safety activated, and placed in the designated starting location (usually table, holster, barrel, etc)
