Safarliand ELS belt

Ok I am ordering stuff from Safariland and was going to order a belt but, and this might be a stupid question, does the ELS belt come with the underside belt as well or just the outer belt and you have to buy the under belt separately... There is no description and everything just talks about the outer belt and not the inner support belt. Any answers would be helpful thanks.

You have to get the underside belt separately. It's model 030.
