The White House gave a cool welcome on Monday to Democratic legislation that wouldeffectively ban online or mail-order purchases of ammunition in the aftermath of the mass shooting at an Aurora, Colorado, movie theater.
"I haven't seen the specific piece of legislation that has been offered up today," spokesman Josh Earnest told reporters at the daily press briefing. "But as that and other pieces of legislation make their way through the legislative process, we'll evaluate them."
The proposal, crafted by Democratic Senator Frank Lautenberg and Democratic Representative Carolyn McCarthy, aims to restrict the ability of Americans to buy unlimited quantities of ammunition over the Internet, or by mail order, anonymously.
President Barack Obama has called for a common sense response to the slaughter in Aurora. But the White House has played down his appetite for new legislation as opposed to tightening or toughening existing measuresâ€"such as background checksâ€"to keep firearms out of the hands of criminals or the mentally ill. And the president has underlined his support for the Second Amendment to the Constitution.
"He believes in the second amendment of the constitution, in the right to bear arms," Earnest said again Monday. "But he also believes that we should take robust steps, within existing law, to ensure that guns don't fall in the hands of criminals or others who shouldn't have them.
The new legislation, dubbed the Stop Online Ammunition Sales Act, rests on four pillars, according to Lautenberg's office:
It requires anyone selling ammunition to be a licensed dealer.
It requires ammunition buyers who are not licensed dealers to present photo identification at the time of purchase, effectively banning the online or mail order purchase of ammo by regular civilians.
It requires licensed ammunition dealers to maintain records of the sale of ammunition.
It requires licensed ammunition dealers to report the sale of more than 1,000 rounds of ammunition to an unlicensed person within any five consecutive business days.

Feel good legislation so his liberal constituents will think he is on top of things. I really don't think we will see anything this close to election time.
But, if obummer gets voted back in, watch out.

if this happens it is going to suck, I had to order 6.8 ammo online because I couldn't find it anywhere local. I am probably going to have to do the same when I finally get my 300 BLK finished.

I always order 6.8 online. Every once in a blue moon there might be some at academy, but none of the good stuff.

And BHO sucks.

We better ban Chemistry classes as well ... nobody can be trusted with all that knowledge.

And if we didn't have movies we wouldn't have this type of thing happen again. I say we just take the warning stickers off everything and thin the herd of idiots. Later,

Agreed. The gene pool can effectively work as it's own lifeguard, if we will let it.

maybe the gov't should reconsider whom they give our free $$$ to before they fund anymore mass shootings as well...bet that'll never make legislation though

Pretty much this. Lautenberg and McCarthy have pretty solidly anti-gun constituents so they can push the bill safely. Obama, and Democratic congresspeople in contested districts, can all either oppose it or act indifferently to it in order to look more pro-2A. And then there are the Dems from pro-gun districts who would have opposed it anyway. Besides, the Republicans have a majority in the House so this DEFINITELY won't go anywhere until that changes.

Post-election I don't really know what to expect. The consensus in the Democratic party right now is that the AWB was a direct contributing factor to the giant Republican takeover in '94, so Obama would have to do some serious political maneuvering to pull off any kind of gun control legislation.

wait for the anti reloading wording requiring a license and insurance....
That would really be hard for anybody or agency to enforce. Remember about 3 1/2 years ago when all the rumors were flying around about bans then everyone went out and stocked piled ammo - then there was a shortage,

I remember the primer shortage from the Clinton era.
Word on the street was that the way to kill reloading was to ban primers or something stupid like that. I was at the Wannamakers gun show in Tulsa when the rumor hit the floor. There wasn't a primer to be bought in an hour.
It was false, but the vendors had a great day.

It wouldnt be hard to enforce a ban on reloading if they ban the commercial sale of powder and primers. Pray they dont.
