I guess it really depends on how the prize system is setup. I wouldn't really go out of my way to participate or pay to participate in an award system based on my man on man performance. If the prize system was based on class finish, then I would be. This is one of the things that is great about Phil's Pro-Am. Prizes are awarded based on finish in class.
Seeing a bunch of guys that shoot the higher level/bigger matches beat up on the locals isn't impressive to me, it's expected. In the end, we want to promote our sport and hobby to EVERYONE. Setting up a system where only the highest level shooters are rewarded is counter-productive to the purpose of our sport in my opinion.
As far as sandbagging goes, it is CHEATING! We all know someone that sandbags. Some even brag about it. Perhaps it is time for us to make them accountable for it. I consider it to be unsportsmanlike conduct and maybe they should not be allowed to participate further. I don't know the rule book as well as I should, but I suspect there is some type of rule that could be used to stop this behavior.
