Oklahoma Omnibus Firearms Bill Sent to Senate!

Please Contact Your State Senator and Urge Support for House Bill 2522

Today, House Bill 2522 was given final passage in the House by an 85 to 9 vote and will now be sent to the state Senate for consideration.  This bill, authored by state Representative Steve Martin (R-10), is an NRA-backed omnibus firearm bill which would make significant improvements to Oklahoma’s gun laws.

House Bill 2522 contains several important provisions, including:

1) Language authored by state Representative Jason Murphey (R-31), which would seeks to prohibit persons, property owners and companies from banning ammunition in locked vehicles;

2) A provision by state Representative Lewis Moore (R-96), which would allow people to carry firearms openly on their private property; and

3) Revisions to current Oklahoma statute which strike the word “concealed” from Oklahoma firearm permit citations and apply the lawful open carrying of firearms to Oklahoma's firearm preemption law.

The state House also approved an amendment to remove “immediate” from the ambiguous “immediate notification” requirement for carry permit holders when stopped by law enforcement officials, making notification required instead at the first opportunity. This amendment also lowered the associated fine from $500 to $100 for non-compliance.

The NRA will continue working with your state legislators to resolve the issues addressed by this bill, and will keep you updated.

Please contact your state Senator to urge him or her to support NRA-backed HB 2522!

I have contacted my senator and representative and expressed my support of this legislation and let them know that I was also glad to see their yes vote as well.

Hopefully, there will be many more similar phone calls and emails to the state house. I think if this can make it to the Governors desk, it will be signed.

Sent Senator Brown an email and asked him to support it. It is a step in the right direction and a good piece of legislation.

Will someone be watching to see if it makes it on the agenda?

I emailed my Representative about it when it was in the House. Need to get in touch with the Senate now.

Had lunch with my state representative Jason Murphy today. He spoke pretty confidently that senate and governor would pass and sign. Btw, he has a standing lunch every 2nd Friday of the month at teds Mexican in Edmond at 1145. All are welcome

Can't I open carry on my own property already??

Technically yes, if your hunting or target shooting. Walking out to get your paper in a residential neighborhood, is not a good idea.
As I understand it, there is a "grey" area about "property". Troy probably knows more about it.

I think Dennis has it covered. There is a provision in the current law that says you can carry open of it's practice for a theatrical performance or some elephant dung like that. I figured I'd always just say I was re-enacting a scene from Heat or something like that. Haha!

I understood it as "Techinically no; unless you meet any of the exceptions." Such as hunting, range practice, whatever. "Cuz I feel like it" is NOT an acceptable reason, which I don't like.

I havent done a ton of research on it but from what I understand there is a grey area about the definition of "property" and where one can OC under current laws.
I OC on the farm. Never had a GW or Sheriff deputy that stops by give it a second thought.
I could be wrong, but think its about cleaning up the language so that there are no grey areas.

That's exactly what I do. I understand that the chances of getting in trouble are 1 in a thousand or less, and that's exactly why I'd like the language changed/cleared regarding OC on private property.

dux, dont count on halligan. he is as rino on this issue as he can be. i wrote him last year expressing that i wanted him to vote for open carry and he responded back that he supports the state troopers opinion more than those of his constituants. he may be from cowboy country but remember his background is in education. not a field to generally find true constitutionalists

HB2522 might be in trouble. Senator Wilson, the consistent "NO" vote through this whole process, has proposed an amendment to the bill. The House has rejected the amendment, but it appears that it is having to go back to committee. You need to read the amendment for yourself to get the full story. But in summary, wording about abortion, use of force, all kinds of good bill killers. At least thats my interpretation. Maybe someone here can shed some more light.
