Had a 10"plate, so I started tinkering. My greatest concern was that it wouldn't swing, but from the boot test, it won't settle fast enough. But if nothing else, I have a stand to hang plates on.

I'm not much of an engineer, but couldn't you attach a crossbar of some sort to each leg that limits the amount of swing to keep momentum from building? Additionally, if the plate is rifle rated and doesn't have to give much to avoid pitting, couldn't you bolt more metal to the stem hanging down to provide more resistance?

The legs will work fine I think. I used a 1" PVC coupling as a bushing, but probably not necessary. Still less than a C note invested.

I wasn't clear. I wasn't talking about the whole thing swinging, and I meant trying a crossbar across two legs that the flasher contacts as it swings to keep the amount of swing down so it settles faster, like a bar running across the front two legs below the rod that connects the front and rear cards and set that crossbar so the flasher card can be seen but no further than that.

Screw it, I just confused the elephant dung out of myself. I have two brain cells left, and one is chasing the other around in my head trying to kill it. Sometimes they'll accidentally collide and I'll get a splitting headache and a thought. I have the headache, but it must be brain freeze from the Strawberry Starburst Freeze I got from Taco Bell. It really is as good as it sounds. It's like angels pissing on your tongue. But I digress.

Cool target. Carry on. I suck.

No problem, I am fully versed in the military mindset. EM of course. I'll take some 550 cord when I test it and put a leash on it if needed.
