Lots of anti gun folks up that way in the Chicago area. Well, let me change that statement. Lots of anti gun legislators in that area. He's just looking for votes.

He's using the aurora shooting and the Northern Illinois University shooting as justification to push his anti-gun agenda focusing on "assault rifles" specifically focusing on the ar-15 and AK-47 platforms.
Strange to throw the Northern Illinois University shooting in there since that jackass used a shotgun and a .380 pistol so Quinn's proposed ban would not have had any impact on his ability to be a jackass.
There should be plenty of data out there from the last time "assault weapons" and high cap mags we're banned to show that it had no impact whatsoever on violent crime.
