A good friend of mine let his permit expire. (not it is not me)
What is the process for getting it re-issued?
Is it as simple as filling out a form and sending it in with a check (I know you can't renew expired ones online)
He is really hoping he does not have to redo the entire thing.

All depends on how long it has been expired. If it is 60 days or less, go online at www.sled.sc.gov and select Concealed Weapons and renew online. If it is more than 60 days call SLED and request renewal instructions by mail. If it is expired more than 90 days you will need to do the class, written test and range qualification again.

As long as he isn't too far past the time limit, tell him to call and "ask very nicely" if he can simply renew as usual. A friend let his expire and the law said he would have to retrain. he asked "At day X I'm safe enough, but on day X+1 I'm not? That doesn't make any sense..." The nice lady agreed and said "Just send it in and I'll take care of it."

So ask nicely and it can turn out OK.
