What crap, just another excuse to say "The driver or passenger was acting suspicious so I had cause to interrogate/search them".

I can see this being misused in any number of ways.
Pretext to stop someone "because you just know they are a criminal but haven't done anything observably illegal yet."
Or how about "that girl looks cute... I want to see who she is and whats up"
The town of Fountain Inn must have a city attorney that is one of those prepaid jokers that you only call when you need him. I can't imagine an attorney worth a damn giving this program the go-ahead.
