Expander Problem With RCBS Gear

I hand load for my Colt 1911 using single stage RCBS tools. I have a problem with the expander. I have to screw the expander bolt down all the way and it still won't expand the shell. Any one out there who can tell me what I'm doing wrong? I try to follow the directions from RCBS but I get no joy.

I have the RCBS Carbide 45acp set. I have no trouble with the expander it will bell the case if screwed too far down.

Can you lower the die down then. Will your expander ball now go lower?
