I graduated in 2005 and I can tell you, at least in Mustang at that time, government class was taught by coaches that didn't understand how government worked themselves.

I didn't learn about alphabet agencies and the like until college government. I had a very good professor for government at occc. He was actually very subjective in his teaching. He later told us he was a libertarian, which might be partially why I enjoyed his class so much. Haha.

Lots of classes are like this here. I've tutored kids in geometry who were taught elephant dung that was flat out wrong. Their math teacher was also the football coach.
 
PG, I had an AP geography teacher that was the head track coach. He took points off of a current event I wrote. He wrote on my essay right next to where I described the conflict, the people involved, and it's aftermath, "who does this affect and why? -3 points" I showed my AP English teacher and she just shook her head. The woman's track star in my class got a perfect score, however, as she did in most of her classes, despite being halfway an idiot.

That said I had a 9th grade biology teacher who was a coach that was actually smart and a surprisingly good teacher. I also had an 11th grade English teacher who regularly spelled "imagery," as "imagry." She also gave an incorrect definition of it. Lol. She was surprisingly not a coach, just dumb.
 
At my high school the coaches for the most part taught drivers ed and shop. Coaches who taught real subjects actually new what the hell they where talking about.

yeah, my statement really wasn't denying that they could. I was more expressing my personal opinion.
I should've phrased it as "I just don't see why H&H should be held accountable for what some law breaking jackass brings in".

ETA: on the flip side.....if they knew the item was illegal & said we don't care, we'll give you a place to use it, it'd be a different story.
