you may be thinking of clove cigarettes, which IIRC were banned/restricted in some way. I've seen candy cigarettes in tourist-trap candy stores within the past year or so.

They're still around, but I've only ever seen them at cigar shops. I think they were just reclassified as cigars or something.
 
Yeah I don't get it. Grape flavor wrapping on a cigar is ok, but add some clove spice to your tobacco and you're marketing to kids.
