Dont know if they still do, but BATFE used to provide free copies of a book. 50 State guide of firearms law or something along those lines. It was a big book listing firearms laws from all fifty states. You may be able to contact you local office and see if they have one.
Also, as I understand CA has its own department of Justice (DOJ) that regulates CA firearms rules and regulations. As far as getting one in LA, good luck. Other articles I've read say that being rich and famous is the only way you'll get one there.

One key about permits in CA, is that they are issued by the head of the local law enforcement for that jurisdiction. What this means is that it is the issue policy is set by either the City Police Chief or the County Sheriff. Some counties/municipalities are easier to get it in than others. Living in Northern CA, the Sheriffs are pretty much shall issue if you can jump through the hoops (Background check, training, interview, etc.). Other locations are much more difficult.
