You can't expect logical and rational thought processes to inject itself into hollow, emotional kneejerk reactions.
That's tantamount to expecting professional behavior from people who aren't professionals.

All officers. Only.
Not sergeants.
Not Lieutenants.
Not Captains.
Not the Sheriff that violates the Civil Rights of American citizens that are handcuffed behind the back and not resisting or fighting, but still gets physically attacked while in custody.
The jail is hemorrhaging line personnel due to systematic abuse and neglect. People have been leaving as fast as they could transfer or get picked up elsewhere.
Now they're just plain quitting.
Body cameras would be a great thing only if emotions and prejudices weren't involved in the review of the tape.
Getting fired or Loss Of Pay \ Leave Without Pay because a racist Captain or Lieutenant finds you violating the letter of policy, but not the spirit, is going to skyrocket with body cameras.
Expect a bunch of disgruntled cops and jailers after losing money for petty reasons (like having a casual conversation with fellow officers, inmates or civilians, and using profanity)
