I have no idea why it will not work for you, perhaps Frost and/or Pops might be able to figure it out.
I was able to get the image to load as an avatar for my profile. What did you fill out for the "Link off-site:"?
I uploaded to postimage.org. The url below worked for me, but I don't know how long they leave images up. (I've already removed the image from my avatar and went back to a blank one.)

Also, Were you getting a particular error? or no error and it just didn't work?
