Arkansas lawmakers have advanced legislation to loosen restrictions on guns in a state of emergency. A Senate committee passed a bill on Tuesday that would prohibit local governments from enacting emergency ordinances to seize firearms or otherwise regulate how guns are carried. It would only apply if the governor declares a state of emergency.
