The head of it is a solid brass cone with a slot on the bottom that the flat knife style blade fits into about a 1/4 way in. The blade hinges 90 degrees open, the edge faces the brass cone.
I've had this in a tool drawer at work. The campus I work at is dated back to the 1930's, & had a hospital at one time, had hogs & cows, grew vegitables, etc. was a self supporting facility.
I'm thinking it's for slitting hoses, but don't know the reason for.
