The upper doesn't have a functional forward assist. The device is removed and the opening is plugged. Not something I'd worry about, they're hardly ever used anyway and if you felt it was needed you could add it later.

But you would be better to buy a .223/5.56 upper and later buy the CMMG 22 conversion since you'll get both the .22 BCG and a magazine. Then you have a standard AR and a .22 version. The upper you listed is only a .22, can't shoot anything else through it.

or you could also buy a .223/5.56 upper without a BCG and save a few bucks to buy the CMMG conversion but again have more capabilites for being able to shoot .22's now and later .223's if you bought a .223 BCG.
 
One other thing, you can buy a S&W M&P .22 AR for around $400. So that upper is a bit high. Wouldn't waste the money on it personally.
 
I recently acquired a Ciener kit, having to work out some kinks mostly related to the particular mag being used. Once it's running smoothly, the forward assist is a moot point. If it doesn't seat the round fully, you have another issue to resolve (as I have had with mag feed lips). If you need to shove a round in, a thumb on the bolt is all it takes. Forward assist on a 22 is overkill IMHO.
