Your absoultly correct. If it wasn't for quail hunters, and hunters in general , there would be a whole lot of game animals that would be extinct.
Quail being one of them.
Quail are the bottom of the food chain, for a lot of predators. Bobcats use them as a primary food source, as well as overhead predators like hawks.
People that purchase ammo, and other sporting goods have a tax built into them. Its the Pittman Robertson act, that was put in law back in the day. Everybody that buys outdoor gear, ammo, whatever, contributes to it. Those funds are put into conservation efforts that benefit every state in the union. Our Wildlife Department in Okla could not live without it.

Quail populations have been on a serious decline for many years.
Several States, like Oklahoma, TX, Virginia, Georgia, have studies going on to determine why the quail populations are in decline. This study has been going on for 10 years to my knowledge.
Avian predators that can't be controlled by trapping(by federal law) vs nest robbers like coons, snakes, hogs, etc. seem to be the main problem.
Habitat is also an issue as farming practices have changed from the golden years of quail hunting. New farmers have taken up fence rows, etc, to maximize the acres of ground they can work. One can set up the perfect habitat on their piece of ground, but if the neighbors don't care, the habitat they set up will only attract predators. Quail require vast areas of habitat.
