You missed the blemished lower sale, but their standard lowers are $99.95, Link, or wait for the blems to come back in stock.
Add BCG and you're done.
JSE has the M16 BCGs in stock for $110 right now. They don't last long though. Link and Link

Cold Hand Arms sells kits. You can get one for between $550 and $900. If you need help putting it together, just ask. My AR started as the cheap kit.
