I emailed the Utah BCI to determine if I would continue teaching the Utah Non-resident CCW class.Below is the response...
The only law that may really effect your customers is one that is being presented to the senate which states that any applicant wishing to obtain a Utah permit must have a permit from their own state before getting ours if- the state they are from has reciprocity with us. If their state does not have reciprocity with us then they can get our permit without getting their states permit first. One thing to note is that any permit issued before this bill is passed (remember we don't know if it will pass) will be valid until it expires in the 5 years from being issued. At that time,if we have reciprocity with their state, they can provide proof of their state permit and their Utah permit will be renewed.
Again Please remember this has not passed yet. We do not know if it will become law. When legislature is done and all the laws have been completed we will be sending our instructors a newsletter as soon as possible. Be assured that we recognize the need to get any new information to our instructors as soon as possible and efforts are already taking place to get the newsletter out just as soon as we know the final standing on these Bills being presented. The best course of action for you to take to know what is going on during our legislative session would be to follow the bills on your own. If you click on this link: http://le.utah.gov/asp/billsintro/index.asp and then do a "by Subject" search for "Weapons" it will pull up all the bills that pertain to concealed firearms. This is where BCI has to get all our information for all the different bills. All applications received before May tenth will be grandfathered in until their permit is up for renewal.
