Steps to Turn a 700 to a Surgeon

So I was trying to figure out what steps are required to slowly take a Remington 700 to a Surgeon over time. I would think that you would buy the 700, put a good scope and bipod on it, and you are set for awhile. Then, next step would be to change the stock to something like a McMillan with Surgeon DBM. Then, do you have to do the action and the barrel at the same time? Is the receiver/barrel interface different between the two, or can a 700 barrel be put on a Surgeon action without modification?

Buy a cheap Remington 700 so you have something to shoot. Then save your money then save some more money and buy a surgeon action, a barrel you want and a stock, then sell the Remington. If you don't want to do that then save your money and buy a complete rifle from them, then sell the Rem 700 to buy ammo to shoot. Just a surgeon action is $1300 and up depends on what action you want. To many variables turning a Rem 700 into a Surgeon easier to just save and get one.
 
Thanks Marshal! I was thinking maybe a 700 SPS Tactical AAC-SD, that is when I save up enough money
