Moving target not moving is my fault?

Last night I got 20 seconds for procedural due to firing on a target that was supposed to be advancing toward me. The person on the switch apparently took a little nap and left the target up close instead of returning it and advancing it during the stage. Is this my fault?

agreed...like shooting part of a stage and then finding steel that was left down etc
 
I guess I should have stopped and asked for a re-shoot. Oh well, elephant dung happens but 20 seconds is a big penalty.
 
You shouldn't stop...ask for it immediately afterwards if the ro doesn't stop you during your run
 
Actually, you want to do what Tony Wall does (WWTD). If he feels like the stage is going south, he'll run over the RO and get a re-shoot. If you are RO-ing Tony, you better be on the ball, cause for a big man he can move pretty well

I once chased an RO for like 20 seconds before I was able to bump into him ;D
