I think that it if a rule exists that it only keeps the military from placing all children of a family into actual combat area's. Basically they could all be over there if one of them is stationed well off the front lines. That is my understanding anyways.
 
the deaths of the Sullivan Brothers (USN WWII) drove a law that just says siblings cannot be in the same unit or ship. All five died on the Juneau right around 1942... they insisted to serve on the same ship- and though that was discouraged, they were so assigned at their request. I dont think any law forbids having siblings serving in hot theaters simultaneously.


During WWII, with so many National Guard Units in service- it was pretty common to wipe out most of the males from many small towns... many Fathers and sons, cousins, brothers and relatives were in small town units at the same time.
