Sure, it's not your first choice, but at $00.15 a round, and in sealed cans, it makes great SHTF ammo, when that gets here. Really not bad range ammo, Barnaul, steel case. Heck, my grandkids might end up shooting the stuff.

Not a fan of steel cased ammo - can be rough on the extractor and will rust over time. I guess sealed cans might help, but if you watch the sales, you can find brass cased 9mm for $0.16/round including free shipping if purchased by the 1,000 round case.
