I've been finding some 9mm cases that have a band of short marks all the way around them - looks like some kind of toolmark or something. What is this mark and are the cases OK to load?

I have some like that in my brass stash. There won't be any issue with reloading or shooting them.
I came by some old russian .45 ACP ammo awhile back. Its steel case with the same markings. They were real old, so I just pulled the bullets, and used them for practice rounds.
I'll dig through my stuff tonight, and see if the head stamps are the same as yours.

Quick look in my brass has this on .38 spc. Win brass, 9mm federal brass, and 45ACP from some European brass that I don't recognize.

I asked on enos as well and was told its something some manufacturers do, most often with duty ammo, to prevent setback.

It's a cannelure. Perfectly normal.
Usually used to help retain bullet from being set back.
Also, some factories use them for identification.
If you look at cases, you'll find some with two or three cannelures.
Means NOTHING to a reloader, as it was expanded out with the rest of the case.
Never had any case failures at the cannelure.

That's exactly what it is. As long as you aren't seating past that point it's perfectly fine. Lots of revolver calibers are like that, which I don't really understand, revos pull bullets out in firing.

Like noylj said, it's called a cannelure. Some bullets have them too to crimp the case into.
