Pawn shops are a good source for used bows, or Craig's list. Early compound bows had a 50% let off, meaning at full draw if it was set up for a 60lb pull weight, you would only be holding 30lbs. The archer still has to overcome the initial 60lb pull before the bow cams over to reduce the weight.
Modern compound bows go up to 70% let off now. Maybe even higher in the upper end bows.
Any archery shop can raise and lower the pull weight to make it comfortable for any size person.
A 40lb pull bow is legal for deer in Oklahoma.
A bow set at that weight with a 50% let off is real comfortable to shoot.
So, if she is looking for a plinking bow, get what you can afford, take it to a good bow shop, have it tuned, and have fun with it.
As time goes on one can look at higher pull weights, and higher quality equipment.
Hope this snswers some of your questions.

At 5'-7" and 120lbs, she'll need 26.5" to 27" draw length with no more than a 50 lb draw weight. and the more letoff the better. You can get a LOT of bow with all the trimmings for under $300.
You'll need a bow with quiver, a release, an arrow rest, a sight, and arrows for your specific setup.

I don't know where you're located, but if you're around OKC, you need to go to Arrowhead archery. They can (usually) get you exactly what you need on the cheap.

If you know what you're shopping for, craigslist is a goldmine too.

A good bow shop can be your best friend. Just don't get into the "gotta have it all" syndrome like some do on their ar's.
I shot a bare bow with nothing but a rest and fingers for 20 years, and killed 12 deer with that setup.

This is truth. Some of the stuff REALLY adds up fast, and considering people have been shooting bare bows since the dawn of time...
A good bow that leaves you room for growth will last and have good resale when you want to upgrade.
