This bill, H 5097, was introduced by Mike Pitts 3/28/12. Pitts is the same person who introduced the omnimbus gun rights bill, H 3292, last year:

http://scstatehouse.gov/sess119_2011-2012/bills/5097.htm

Basically, the intention of this bill is to still be a big bill, but do a few less things than H 3292 was going to do in its original form.

H 5097 includes:
-Permitless concealed carry for residents and out of state visitors
-Restaurant carry
-SC has to recognize EVERY other states' carry permits/licenses
-Inadvertent exposure is de-criminalized (like when the wind blows your shirts or jacket open, exposing your gun), similar to Florida's new law, which isn't working because the police in FL are still charging people for the exposure of their firearms.
-School property carry with a permit as long as you don't get out of the vehicle
... and more.

I'm not giving my approval or disapproval of it, just bringing it to everyone's attention.

So what's the downside of it? Other than the fact that we "shouldn't need a state law permitting what is a constitutional right"

There isn't much repealing going on, just rewording and adding verbiage like crazy. That's typical politicians for you, they have to make everything complicated so it looks like they're needed.

I don't see any restrictions added, but I haven't had time to really analyze the bill like I want to. As long as its an all pro gun liberty, as in letting us have more liberty and not adding a single restriction than what we already have, I'll support it.
