If a knife is a production knife, does that mean he buys all of the parts from a supplier and he assembles parts and tunes the completed package ?

I currently hold a CDL, had it for 13 years. For awhile it was zero tolerance if behind the wheel of a truck. But I stand corrected, currently it seems .04% is the threshold. But if someone is checking, then the driver is likely s.o.l.
